Downstate New York ADAPT and Caring Majority Rising blow the whistle on Public Partnerships LLC (PPL)

New York, NY – Members of Downstate New York ADAPT, Caring Majority Rising and allies gathered in midtown Manhattan on June 2, 2025 calling on Public Partnerships LLC (PPL) demanding that Personal Assistance (PA) workers are paid a fair and equal wage, that they are paid on time, that they have equitable health insurance coverage, and that PPL leave their hands off our care!

Public Partnerships LLC (PPL), a private, for-profit hedge fund, is now New York State’s one and only physical intermediary (FI), and they are not prepared to handle New York State’s Consumer Directed Personal Assistance Program.

To date, more than half of the state’s 425,000 CDPAP workers have yet to register with PPL, and tens of thousands of others are being paid inaccurately. Now they are being offered a sham of a health insurance policy, one that doesn’t cover basic benefits like hospital visits, or another with a $6,000+ deductible.

This will force our PAs to go without adequate care or leave the field all together. When our workers leave the CDPAP workforce, this forces disabled individuals into harmful, more restrictive settings, taking away their rights, freedoms, and dignity.

We are fed up! We join together to:

  1. Tell moving and harrowing stories of the uprooting of our lives and those of our workers. We demand PPL to keep their hands off our care!
  2. Demand our workers be paid fairly and on time in compliance with all labor laws and ethical standards expected from any homecare agency. PPL! HANDS OFF OUR CARE!
  3. Call out the sham of a health insurance policy offered to our workers to demand equity.
